The Blue Tornado - A long-winded guide to get one!

Introduction
Those of you who have played with me in crew lobbies have most likely heard me going on about Blue Hard-Top Tornados. While I have been messing with this phenomena a lot in Los Santos, there are a few different ways to get them. Not only the Blue Tornado specifically, but this guide should also serve to show how to get several of the unique gang vehicles located in about five specific points on the map. Each special gang cars are limited to three different colors (Yellow, Green, and Purple) and four different cars (Manana, Buccaneer, Peyote, and the Tornado with hard or soft top). The gang cars are important as they are used to help spawn special non-gang cars in the Small Scrapyard which include a special Manana, Buccaneer, Peyote, and two Tornados; one being the blue hard-top. So, with all that in mind, let's take a look at how to spawn specific cars and their locations.
Locations
There are five specific locations you will need to go to. I will list them in order and try to explain what spawns in these locations below.
The first location is the parking lot near the South East coastal area near the lower income / industrial area. We'll call this space "The Lot" for future reference. This area is shown on the map below and will spawn the first car you will need for your spawns. In The Lot, Black Peyotes and Hard and Soft-top Tornados will spawn almost guaranteed after dark or around 24:00.
The second location is one of three gang territories. These spaces are color specific areas due to the gang they're affiliated with. To simplify the guide and not get into gang names (so I don't have to look them up) the three color areas are Green, Yellow, and Purple. I will name the territories according to the color of gang rather than their gang name.
Purple Gang Territory is in old Grove Street culdesac where you spent most of your time in GTA: San Andreas. This area will spawn Classic Purple Mananas, Tornados, and Peyotes as well as Purple and Brown Buccaneers. It is located below:
Just beyond that is the Yellow Gang territory that is set within an apartment complex. You will find cars spawn mostly in the middle parking lot and can include Classic Yellow Mananas, Peyotes, and Tornados in both hard and soft-tops as well as Yellow and Black Buccaneers.
The next location is fairly important as it is the Green Gang territory and it will spawn the same types of vehicles such as the Classic Green Manana, Peyotes, Tornados, and Black and Green Buccaneer. For the Blue Tornado, you will need a Hard-top Green Tornado from this area.
The last location is the Small Scrapyard outside of the oil drill station which is fairly close to the The Lot. This area is where the Blue Tornado will spawn as well as a random chance for a Pearlescent Purple Manana, Silver Tornado, Metallic Mat-Green Buccaneer, and Metallic Mat-Red Peyote. Each will spawn with a corresponding gang car color and gang car type. I'll get more into this later, but this is where you'll find the Small Scrapyard:
How Spawning Gang Cars Works
Gang cars spawn in locations with their corresponding gang territories. Yellow Gang cars spawn in Yellow Gang territory, Purple Cars spawn in Purple Gang territory and so on. To get a specific gang color, you have to go to the specific territory to steal the car of your choice. Gang members in the area may or may not become aggressive when you do this so be wary of that.
Car types are specific to the cars you bring into the area. Most of the cars that you bring in will spawn a specific car type, but what you want to do is bring in the type of car that you want to spawn a gang color for. In example, if I wanted to spawn a Yellow Peyote, I would bring in a normal Peyote to the Yellow gang territory. Likewise if I wanted a Purple Buccaneer, I would bring in a normal Buccaneer and so on. Spawning these vehicles requires you to drive in with the specific car and possibly doing that multiple times if the car does not spawn. To reset spawns if the cars are not appearing, simply drive down the block out of the graphical render distance then return to the spawn location. For this, if at first the car does not spawn in, try, try again.
Time is also a factor when considering collecting a gang car. I've been doing some tests with this but I have not come up with anything conclusive as to specific times for vehicle spawn sans the vehicles that spawn at The Lot. Most cars spawn in the 22:00 - 0:00 range, but may or may not appear depending on the randomness of the area. I know gang activity peaks at 22:00, but car spawns are not always guaranteed. Similarly, Purple Gang Cars seem to spawn at random hours or not spawn at all. I find Purple Gang cars to be the hardest to find, but normally spawn at about 07:00. While Purple is the hardest color to spawn, Green is the next hardest, which is then followed by Yellow as their cars are usually the easiest to find at all hours.
Gang Attacks also seem to contribute to the difficulty in finding cars as they can either get in the way of collecting a vehicle or simply cause the cars to not spawn. Usually cars start spawning again at the end of the Gang Attack cycles, but they can still be problematic when achieving your goals.
The last factor to consider is the lobby. People are contributing factors for the reason that anyone in a location that you're trying to spawn cars in will cause the area to lock spawns until the area is clear of said players. Basically, cars will de-spawn if you're not around to save on graphical loads so if there's a player in that area, the game will keep the cars rendered so the other player doesn't get magically vanishing cars. My suggestion is to start an Invite Only Lobby so that your areas are clear for car spawns. Crew and Friend Only lobbies also work, but you need to have your friends clear the area of your spawns.

22:00 is a seemingly magic time in which most rare cars will spawn in different parts of the map. For our purposes, this is when gang members populate their specific areas and their cars start to appear. 22:00 is also when our rare Green Hard-top Tornado spawns in the Green Gang area.
As mentioned before, specific cars will spawn specific gang-colored variants. Buccaneers spawn Gang Buccaneers, Peyotes spawn Gang Peyotes, and so on. Similarly, taking gang cars to different gang areas also spawns their different colored variants. Above you can see the Green Tornado taken to the Yellow Gang territory which spawned Yellow Gang Tornados.
The Blue Tornado
At this point you should know how to get a gang car (if you've managed to read this far without giving up and going on). You may be wondering what gang cars have to do with The Blue Tornado that I keep alluding to. Well, to be honest, they are the key to getting the Blue Tornado, as well as the other specialty cars, to spawn at the Small Scrapyard. Without them, the Blue Tornado's spawn is random and may not spawn at all depending on your luck. To say bluntly, the gang cars make it so you don't waste your time searching for them.
To spawn Blue Tornados is fairly simple when you've got the right 'tools'. Essentially, the whole process goes like this: Grab a hard-top Tornado, take it to gang territory, get a gang hard-top Tornado, go to Small Scrapyard and hopefully the Blue Tornado will be there. There are criteria in which to spawn them, but that is the basic process to getting the Blue Tornado to spawn. The other cars I mentioned will spawn in the Small Scrapyard too, and you will probably see them there, but I'll first guide you to finding the Tornado, then post a few images of the other cars as well. So here goes:
Step 1 - Locate a Hard-top Tornado from The Lot. Hard-top Tornados spawn here at 0:00 or when it gets dark and will be surrounded by a group of people. Cars here are somewhat random, but guaranteed spawn of Hard and Soft-Top Tornados and Peyotes.
Step 2 - Once you have your Hard-top Tornado take it to the Green Gang territory. You are now looking for a Green Gang Hard-top Tornado to replace your current one. These can be somewhat difficult to find, but mostly spawn around 22:00 - 25:00 and sometimes well into the night around 0:00 and 1:00. If you can't find a Green Hard-top Tornado, leave the area and come back. You may also be able to use a Purple Hard-Top Tornado, though chances are somewhat random with this car. To try that, simply go up the street to the Grove Street culdesac. Yellow Tornados and Yellow Gang cars seem to not spawn anything of mention at the Small Scrapyard, so just avoid using them for this purpose.
Step 3 - Finally, take the Green Hard-top Tornado to the Small Scrapyard as this is the seemingly magic car that will spawn not only the Blue Tornado we're after, but most of the other specialty cars as well. If the Blue Tornado is not in the small fenced in area then simply leave the area and come back. I normally drive up and down the street to spawn this and the other cars, so you don't need to go far really.
There it is in all her beauty. Like most of the gang cars, this one in particular has a higher value than it's normal counterpart. If you were to take this Tornado to sell, you can get about $8000 for it plus or minus the scrapes.
And this is un-modified, though I was hit by another car going to the Pay-N-Spray, so there was some value degradation to it.
Here are some of the other vehicles that were spawned here during this session. All of these spawn at the Small Scrapyard mentioned above and are in the small fenced in area with the destroyed bus and whatnot. The Silver Tornado was missing as it is usually spawned with either a Blue Tornado, Rusted Hard-Top Tornado and sometimes Soft-Top Tornados. The Metallic Mat-Red Peyote also wouldn't spawn as they are usually random spawns with Blue Tornados, Gang Peyotes, and Metallic Mat-Green Buccaneers. Neither of those vehicles would spawn for me, but their spawns are somewhat random at times and were not specifically sought after.

I wish you guys luck in finding your vehicles and I hope this helps some of you get that car you've been wanting, if not just the Blue Tornado. Aside from aesthetic modifications, these cars are pretty standard as far as speed and performance goes. Most of these cars, even fully modified, will still be slower than most in their class, but really are there more for cruisin' and showing off that classic look. You can still sell, modify colors, or save these cars in your garage like any standard car. And really, you can save yourself half the trouble and modify one of the cars from any other location to get a similar look, but this is really for those who find that half the fun is in the hunt for these rare cars.
