From what i've seen, to give a car from your garage, 1st have a full garage, then be in the car you want to give away. leave your garage and order one of the free cars from the web. it will replace the car you're in as a personal vehicle and remove the tracker. Haven tried it yet though.

Im 360 primary: matte black
secondary: matte yellow (didnt have crew unlocked yet)
But the way i found mine was during the day time (in game) and driving around the sandy shores region. the one i stole was being driven, although you may be able to find one that is parked.
