Currently in the process of finding a Sultan as well. Hopefully it won't take too long!
EDIT: Got the car. It was then stolen by some lowlife, so I had to go and retrieve it. It is now stored in my garage awaiting some modifications. Need to level up and get some cash to do so first though.

Well, might as well keep the one I have, it's only a matter of time before I have enough money and such to get the necessary upgrades. The one Thrud has can be given to someone else, since the biggest problem (for some it seems) is actually getting a hold of the car itself.

It's been really hard finding the Sultan for me (PSN). But I'll keep looking. I've checked by Sandy Shore and around the Prison. I've also checked by the Docks. Still, no luck. Does it matter what time of day it is?

The best thing that people have done is this. You set your spawn location away from your apartment and set it to where you logged out from. You can then jump sessions and just log out near the prison parking lot. This can still take some time but I've been told is quite effective. Let me know if that works for you, and good luck!
