...so far I got 2 characters, already got specific ideas for the other 3 - here we go:
(I've re-worked and developed this over several attempts, over a couple of weeks. I see this a try on fictional short stories. Though I'm crazy about the game, but surely not mental I see this as some sort of creativity training. In case anyone might get some thoughts. . .

Character 1 / Steve Phatvibe:
Steve was born in Germany in the late 70s, raised mostly by himself and other crooks in St.Pauli's red light districts, Hamburg's famous Reeperbahn. Nobody knows for sure how old he is, since he's never been arrested so far, and even more due to plastic surgery. Also his early jobs in and around the 'entertainment' business taught him that it just doesn't matter - as long as jobs are getting done and clients are getting satisfied. Same goes with real names he figured, too.
After he'd been tour-managing several early rap acts and rock bands Steve decided that it was time to move on and go bigger himself. Also beeing their very relyable "warm-up-act-but-more-like-the-guy-to-find-proper-gear-even-at-the-world's-least-places" had proved his versatility well, already. Though he became a DJ for mostly jungle/breakbeats, which was brandnew and upfront in the mid 90s. Beside he started filling his parttime with more valueable businesses. One of his deals stands out, as it is the one that should lead to much more.
One night he ran into an old mate from his tour manager days. That guy told him about a huge barn near Hamburg, full of rare vintage neon signs of long gone famous clubs and brothels, owned by some spoiled rich kids, named Robert and Marvin Rosenberg, recently immigrated from Las Venturas with her newly divorced milf-mother Wilma. The first and only stay at their mansion revealed a proper family tradition in coked-up dumbness extremely fast. But fair enough, thanks to some uncle of them, Wilma's ex-brother-in-law Ken Rosenberg, who was said to be an extremly rich celebrity-lawyer/crook/casino-CFO all over VC and LV dragged their family into financial independence. Eli, their father/ex-husband had become owner to a lot of high value real estate around the planet, bought to launder money. [Money others must have earned that guy for the longest time, Steve thought when the stories and photos flew past] Obviously the elder Rosenberg brothers did a lot of things, and screwed everytime pros wouldn't be there to guide them - in this case, after brain-shagging weeks in Hamburg they forgot about the whole mansion, including all the stuff in the barn, mostly collected on several intoxicated trips across Europe by a guy called Kent Paul.
Turned out that these stuck-up wimpy college boys where actually holding a shitload of..... SHIT. At least that's what Steve could convince them of before he made a quality snap, handing the two of them a pound of grade-A bolivian each straight away. In exchange he got two large container stuffed with authentic [but till then vanished] stage props, costumes and instruments of '
LOVE FIST's legendary last worldtour. On top some relations with at that time still very tasty ex-Mrs. Eli Rosenberg [former Von Hinten], while waiting on some Steindamm-Crackheads' to arrive with stolen heavy gear for transportation, since the two next-gen Rosenberg geezers were happily playin 'snowhype and the bluntzman'.
Soon after this day, thanks to the vindictive ex-wife, some people from VC became very interested in the '
LOVE FIST' shipment. So Steve took his chance, shut his businesses, cut off loose ends, stashed every gap left between the props with the finest X Holland had to offer, and was there already to bribe the harbour officials when the shipment arrived at Vice City port.
He keeps telling that he had stayed for the Winter Music Conference held annualy in VC and because VC is "the" place to be for DJs, but since he's never played at 'WMC' so far, it seems more obvious that those '
LOVE FIST' stuff didn't trigger much public attention in an all-new electronic music world. Also his skills as a DJ were only wanted at undergruond clubs. His extraordinary lifestyle must have forced him back into a criminal state of mind quickly.
Over the next 15 years he struggled, fought and hustled hard to get his piece of as many cakes he could get hold of.
He made allies, he made enemies, he had relations - very much like before. Only at a much more enjoyable temperature, with much more 'enjoyable' chicas - with so much more unjoyfull mobster-father and brothers and uncles and even more psychopaths 'protecting' them.
Never Steve was good at keeping business from private - neither he was in his time in VC.
But since he had never joined a bigger mob, it was quite obvious that his rather planless and widespread activities would get him into trouble sooner or later.
Then again nobody really knows what happened in late summer of 2013 - but Steve then left the city within a few days, selling everything he had.
He exited the plane in Las Venturas to stay a while, but got on another plane to L.S. just a few lucky days later. Carrying nothing but a lack of certain memories, 500K in his bags plus an eager will to make more again. And a trashed piece of paper with lost of ink on it, gate numbers, L.S., more numbers and a name: Lamar.
[after the first few days Steve decided to stay and founded 'BIZZ - B B C BIZZNEZZ - Bluntz, Bonniez, Cash Bizznezz'/21 member; a few weeks later he was offered to join another crew, alongside: 'THBA - The Blood Alliance'/101 member. His presence, his skills and him beeing much older than the rest promoted him as their second comissioner within weeks... but still Steve was convinced a lot of fun could be lacking - and as this now is proved 100% and clear to see a fulltime job, Steve declared to resing from his comissioner-ship at THBA by end of May]
As eagerly he wants to get back to Vice City which has become his hometown over the last almost twenty years, nobody can't deny anymore, especially himself, that he finally became more whealty and bigger of a virtual crook one would have ever thought, in just about 6 months.
And now even one of Vice Cities most powerful mobs, on their own move to takeover as many cities as possible, added him to their crew. Steve took this chance to work together with this well organised criminals. "Vice City, we'll be back in no time!"
Character 2 / Steward Lewinsky a.k.a. Jonny6Titz; in his mid 20s:
Lying at anchor in Vespucci Beach, Los Santos, San Andreas. Gave the nickname to himself at the age of 4 by just sayin it exclusivley till he turned six; most probably based on visiual influence at home. Metrosexual foster kid raised by hypocratic feminism activists in northern San Fierro. Moved early to LS with one of his Mums and left southern S.A. only once in his life, since.
Twisted Jonny considers himself very republican and favours kind of an eighties-and-further-back lifestyle. Criminal to the bone, likes taking way better than giving; but generous with friends and mates. One of his Mums got Lamar to pick Jonny up at the airport.
Just before he arrived back in LS he was released from his first prison turn - Federal pen in the Port City region, as he was trafficing everything he could sell to 'tourists'.
To celebrate his regained freedom he went to a rave at the L.S. docks. Security caught him having tried to steal the cash at the ticket counter. In the backoffice he met Steve Phatvibe for the first time. But instead of getting his hands cut off he managed to team up with Steve and joined his operation. There rest now is history [in the making]

Character 3 / Alonso "A.TM" Tenpenny; 39 years old:
currently inmate at a federal penitentiary [in Port County]. Was sentenced after the big riots in LS in the mid 90s. Got his nickname for a reason, but doesn't like it anymore since the trails revealed it's got a lot to do with how he got into trouble in the first place.
Good but very impatient man, eager to get a piece of The Cake asap.
Over the last years Jonny6Titz was his only contact person since his last name wasn't very popular inside. And he'll be the one to call a friend to fetch his homie as he arrives.
Character 4 / Mary-Jane Sisslinger; 34; hometown Liberty City, but constantly on the move; adrenaline-junkie and [rich and healthy looking] junkie; knows Steve for more than ten years, since she booked him for some events; they can work together very well especially since they're generally both crazy about the same music. But they can't stay in one room with each other very long; currently on Goa, India - trying to find karma... but that could get her very angry, if that SOAB won't show up after next one or two monsoon periods.
